Payment Process Request - Start action Button missing

Hi Team,

We are facing an intermittent issues in creating the PPR and Start Action Button is missing all of a sudden. Last time when we have checked with Oracle, SR is suggested to add Responsibility "Funds Disbursement Process Manager" to user (https://support.oracle.com/epmos/faces/DocumentDisplay?_afrLoop=411894705712137&parent=EXTERNAL_SEARCH&sourceId=PROBLEM&id=2063667.1&_afrWindowMode=0&_adf.ctrl-state=8o8vui4x_4),

We have added this to user ANNAHE and it was fine that time.

Since yesterday user is complaining they started to have same issue. We have requested her to Restart the application and try, when she re-started she can see the buttion is still missing where as from other user is able to see the Buttton.
