How to prevent ECC plan from suggest certain alternate routings.

Hi,

Currently we are exploring an ECC plan with enforce resource constraints.  We have requirement to have ASCP suggest alternate routings for items that have scheduled resources but NOT for items that do not have any scheduled resources.  So scenario is we have primary routing with scheduled resource and then an alternate that has no scheduled resources.  Plan is suggesting alternate and we do not want that to happen.  Any settings or ideas?
