How to restrict the deligation of a Notification to certain users or list of users?

Dear All Experts,

We have a requirement that while delegation any workflow notification, user can deligate the notification through vacation rules to any user, either its in their hierarchy / domain / department. Is there any option through which we can restrict the users for delegation the vacation rules to any one ?

Is there any API for vacation rules?
