Oracle Commissions

Our customer pays commission based on several factors:

We are thinking of upgrading to 12.2.6 or possibly moving to cloud.

1. Contract has been signed

2. Product has been installed

3. Usage - billing is associated with usage.

Can Oracle accommodate there different factors. From what I am reading I don't think it will do so, but I thought I would ask in order to make sure,
