Siebel 16.11 Tools Workflow Simulator launches Dedicated Client but does not display the "Workflow S

Hi everyone,

Customer "City of Los Angeles" is using Siebel 16.11 where their environment has been upgraded from IP2015 version.  Customer did the upgrade of the Siebel application server and database/repository through IRM.

The Siebel Tools and Siebel Dedicated Client on the Windows machine is a new installation of IP2016 and then with PatchSet 11, so these 2 entities are not through any software upgrades.

They are having issues with using Siebel Tools launching Siebel Dedicated Client for Workflow Simulation.

The Siebel Tools application is able to launch Siebel Dedicated Client successfully, however, the Siebel Dedicated Client does not display the "Workflow Simulator Wait View".  Instead the Dedicated Client just displays their "CUT Home Page View (CME)" Screen/View and the client application sits at this view indefinitely:
