Project Organization Classification - best practice?

Hi All,

If there is need to classify the existing organization as project organization too (i.e. with Project/Expenditure/Event & Project Invoice Collection etc.) then where it suits more: either at the org with the classification of Business Group or with at the org with the classification of Operating Unit.

Also share note that describes the best practice for creating projects organization.
