How Submit local Report on Developer Client?

Hi,

I can not submit local report on Fat, doesn't display "LOCAL" option...

step:

BVL

select report, version

advance

Override Location

..but didn't display the register "LOCAL"....

how configure Local?

how can submit local report.....?

I know another option OMW, SELECT REPORT, DESIGN AND RUN icon, advance and I see "LOCAL" option...

what is difference between BVL option?
