Workaround for Approval Delegation for P43E280?

We are using Requisition Self Service (43E) and need to delegate Approval Authority.  According to Bug 18548588, this functionality does not yet exist but has been requested and is at a Status 15.  Will P43280 delegate authority for RSS created orders?  What are our options?
