oem job submission failed for the following reason: ora-20411 null value: db_name

we are running oracle oem 12c 12.1.0.5 on windows 2008 r2 servers.

I am trying to add a backup job on one of our oracle 11.2.0.3 ee databases and keep hitting the below error:

I see many hits on google and on my oracle support for the ora-20411 error but the field I keep getting hits on is the db_connect_string, not the db_name that I have, so I can't figure out how to resolve this. 

we have over 100 databases that have been setup with oem to run full backups and I can't figure out what is different about this db, that is causing the problem.  i am not sure what db_name parameter its referring to.
