R12.2.6 Payables questions about folders: default public folder, operating unit field

R12.2.6 Folders in Payables
1) Is it feasible to apply a folder in the Payments form to all users by default?
We have a folder in the Payments form, which is public and default, but when a user opens the Payments form, the folder is not applied by default.
2) We have a customer (mobile phone operator), which has a single operating unit. Users do not want to see the Operating Unit field in the beginning of the form. They want to move it to the end of form.
However, when I move the Operating Unit field to the end of Payments form, the cursor jumps to that field right after a user select a payment type (Quick or Manual).
