Structure Resolution error

We are in the process of upgrading to 9.3.5/EC 3.5.  During our testing we have encountered error's on the load to CAD where it complains about the item having been on a deleted change order.  We close the error pop up and note that the item has been downloaded to the new workspace folder

all items were removed from the change prior to it being deleted.  Any idea why this message is getting thrown? Prior to creating the 9.3.5 test instance from production, averify was run on the current 9.3.4 product environment, and all errors cleared.
