Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. What is the best practices to create an appraisal plan for employee don't have the supervisor?

What is the best practices to create an appraisal plan for the employee which supervisor doesn't want to create the plan?

Can someone like system administrator create appraisal plan for anyone?
