in Oracle Global Trade Management (MOSC) Question

When Splitting a line in EBS OM that contains License assigned in GTM the new quantity on the split line causes the following error in the GTM

IMessageText = CAUGHT
THE FOLLOWING EXCEPTION WHILE PROCESSING TRANSACTION: [001009] You cannot
modify ORDERED_QUANTITY quantity for transaction line BCO.200015030-1-1 as
there are License assigned to it.

I would like to know how can I by pass this Exception and allow the modification of the quantity when they are license assigned.
