Oracle EBS R12 Web ADI MS 2010 Excel Add-On "Upload" Missing

I am attempting to upload data through a Web ADI interface using Microsoft Excel 2010. Everything for the document is created successfully in the Excel workbook with the lone exception for the ability to upload the data to Oracle EBS. Ideally, the Excel workbook would upload to a PL/SQL procedure on the database and handle the lines one-by-one, not import to a table. I have seen a lot of issues resolved by not checking the reporting option, but the thing is that I never have checked that, so I would expect the add-in to show for Oracle to upload the
