IP17 Zookeeper files deleted

The files in \Siebel\IP17\gtwysrvr\zookeeper\version-2 were mistakenly deleted and now siebel server service is not starting. Even SMC login isn't working.

Is there a way to bring up Siebel without re-installing ?

Are our Enterprise and Siebel server configurations lost or can we bring it back ?
