Consuming external WSDL for an Inbound Web Service

RESOVLED:

I want to create an Inbound Web Service to consume data from an eternal system.  Salesforce can use Outbound Messages to send data and provides a WSDL to assist in creating a listening web service.  See video for that process here: https://youtu.be/XhmVYScqBuc

I used Siebel Tools - New Web Service wizard to import the WSDL, create the integration objects, business service, and web service definition.  I edited the web service XML to define it as "INBOUND" instead of "OUTBOUND".  I changed the generated business service class from CSSWSOutboundDispatcher to CSSService.  I am using SOAP UI to test the Siebel side of the service and am getting Unknown Part '
