Unable to add Salary to 2018 New Hire - There is no Salary Basis for the given date (01/03/2018)

We just noticed this problem that when adding salary to a new hire in 2018, error message "There is no Salary Basis for the given date."   The Salary Basis Details section shows no data populated at all. This is a regular full time employee and the salary basis is defined and effective.

What could be the problem?

If I try to add a new salary to an existing employee, the salary basis details section is populated as expected. No issue at all.
