2017 ACA - Covered Individuals R08120

I am testing the 2017 ACA. The covered individuals are not popluating. The R08120 completes with a message that No Data is Selected. I've validated the processing options. It worked in 2016. The difference now is that we are 9.1 apps and 9.2 tools.  Anyone else having this issue?
