Problem with dataguard in the switchover with database 12c without ASM and platform windows

We have a database version 12.1.0.2 in windows server 2012 R2 without ASM

The configuration of the active dataguard is correct as seen in the image, however when the switchover is done it gives an error, giving problems with the listener.

The error is 0RA-12514 TNS: Listener does not currently know of service connect descriptor

The switchover test using the same versions but with ASM works correctly

Any help on how we can make it work without having ASM
