unable to select multiple value for tax condition sets

Hello,

we are creating tax condition set.

tax - advance options -- > tax condition set - below scrreen shot.

we have select transaction type, in the list of value we are only able to select one value at a time, and we are given range in operator than no value is showing in to range list of value.
