DNFS (Direct NFS) 12c Database Cannot Be Mounted Due To "ORA-17500: ODM err:Operation not permitted"

When using NFS in Oracle 12c (Direct NFS), NFS Share must be exported with "insecure" option. This is easy for NFS Servers on Unix (Linux). How is this configured for NFS Server on Windows?

nfsadmin seem to have no such configuration option.
