Populate constraints during merge shipment

Hello,

In 6.4.1, when you select shipments and try to do action "Merge shipments" below screen would pop up which would allow you to choose the constraints you want to be included or ignored during merging shipments. After moving to OTM 6.4.2, we don't see it by default. Does anyone know which setting with in OTM controls this setup? We would like to enable this feature that would allow planners to choose the constraints during merging shipments.
