Contract "Open Item Released Amount" NOT correct when Req is loaded and has an INV item specified

the Contract "Open Item Released Amount" is NOT always correct.  It appears to be the amount it is off by is when a Req is loaded and has an inventory Item specified, but other Reqs loaded are ok. 
Is there some other process that needs to be run to update open-item-released for contracts? 
Or is there some field that should be set for req-loader to properly set the  AMT_RELSD_OPEN_ITM field?

We are on 9.2 Image 23, Tools 8.55.17
