Need assistance with confirming thoughts on issue with Dependent Enrollments

We had an employee (hired 8/8/17) do their new hire enrollment through ESS on 9/26/2017.  At this time, the employee entered all his dependents and attached them to the necessary plans.  Our benefits person processed the build to live tables (R054104 and R085524) on 9/28/17 and verified enrollments using reports.  On 10/13/2017, batch enrollment was processed and this employees PEN status records were now set to ACT (Eligibility rules in JDE are 60 day from hire date).  That afternoon, the benefits person realized that the employees effective date should actually be 10/14/2017 and went in through enrollment with eligibility (P08334)
