Has anyone heard of Items being susceptible to SO Reservation

A user claims that one certain item is likely to cause the sales order it's on to go on Reservation Hold.

This is a fulfillment user and orders on reservation cause difficulty for fulfillment so I don't want to dismiss his concern.  When I look at the item setup, everything looks normal.  When I enter it on a SO in PY and run it through fulfillment, the order does not go on reservation.

Has anyone heard of this before?  Any suggestions on what else to check?
