APEX - Filter applied to display column not applied to column used to download CSV format

We applied the logic used to How to Include Leading Zeros While Exporting An Interactive Report to CSV Format (Doc ID 1632370.1) but when applying the a filter on the display column is not applied to the same column used when downloading the CSV format. Is there some way to limit the downloaded data based upon the filtered data.
