"Enable for mobile application" available in Development, but not on the Configuration page

Hi I am working with a "simple" BP which is a Field Inspection Report. The option to enable the BP for mobile is available in Development, but when I get to configuration, the option is not available on the form - see attachment

1. Why not?

2. Will the BP still be available in the App to work?
