Dept Budget Table

In PeopleSoft HCM v 9.2:  New department has been created.  On the Dept tax panel trying to set-up the default funding source, and adding the Medicare Tax and state tax rows, and unable to save, get message: 'You must enter either the state and tax class or none of them (1500,230)

'For each sequence row, the state and the tax class must be entered or both of them are blank.'
