IP2017 new installation unable to identify gateway host

1)Installed new IP2017 installation configured key store

2)Able to login to Siebel smc with admin/admin

3)Unable to identify gatewayhost:port after i enter admin/admin

4)what step will create siebenv.sh in gateway folder and siebel server folder?

any idea why siebel smc is unable to identify gateway host
