tfactl access denied

Our environment is using oracle grid database 12.2 . And found the tfa was installed together with the grid.
However I found "oracle" user is not able to execute tfactl with the following error:
[oracle@testing1:/home/oracle#] tfactl
User 'oracle' does not have permissions to run tfactl. Please check with TFA Admin(root).

[root@testing1:/u01/app/12.2.0/grid/bin#] tfactl status
