IP17 PS4 install - Edit Web Layout still disabled

Hi Oracle,

I've installed PS4 but still can't see 'Edit Web Layout' enabled.

How do we edit web layouts and align controls ? Is that still not possible ?

Release notes of PS3/ PS4 states that we can edit web layout..
