How does profile option OM: Filter LOV's Before Display work and on which OM LOVs?

I have a slow performing Ship To Location LOV on the OEXOEORD form in Order Management.  The Ship 

To Location performs slow the first time it must run the code.

I found Oracle Note: Error While Retrieving The Sales Ship_to_location In The Sales Order Form (Doc ID 1530751.1)   

I created this profile following Doc ID 1530751.1 and this seems to make the Ship To Location LOV work faster.  However, I am unable to find any documentation on what this profile option does.  What all fields does it affect? 

I found a note that discusses this profile option and Ship To Location as well as End Customer LOVs.
