auto optimizer stats collection Job not running

Even though the auto task jobs are enabled we have observed that they are not running.

Last week we had an issue in prod when the cpu utilization was almost 100% when the gather stats were runningand awr report shows Resmgr:Cpu Quantum wait event. So as per the
