is it possible re-install the OS but leave certain directories such as /etc intact. My OS is corrupt?

While install the most current updates and kernel, the system will not boot into single user mode as well as multiuser mode.

I can boot into rescue mode and enable the network and ssh so I can ssh from another server.

The filesystems mount to /mnt/sysimage and look ok.
