Proper/Easiest upgrade path?

We have a system that is on 11.1.1.5 base release on a RHEL5 OS and backend database of Oracle 12c.  We have to setup new servers for RHEL7 migration as I am told there is no migration path to utilize existing servers. 

So I will be doing a clean install of WCC.  I have thought about moving to the most recent WCC 12c release as this content system only use the core components and we have no customizing or Website pages with Site Studio etc (jsp not supported in 12c).

My question is, what would be the recommended path?  Do I install a 11.1.1.5 instance and do an in place upgrade after I have it all setup?  Or do I just install the 12c release and then do the migration from 11.1.1.5 old system.  When I state migration I would use the CMU (Configuration management Utility).  Also, since the backend database is already on 12c, can I just use that, or would I need to migrate the data using Archiver to a new database?
