Why is physical inventory in 9.2 image 24 not creating AUP transactions when serial id updated?

When we change a serial ID or asset description, step 5 of the physical inventory process does not create a PI1 "AUP" transaction.  History Inserts, location changes and custodian changes work ok, but anything dealing with the PS_ASSET table will not generate a transaction.
