Tax calculation on List price

We have below requirement and need some solution options

Our Tax event configuration is at the time of order entry in order management transaction type.

So if we create sales order

Sales order item price is 100

Tax is 2% : 2 at the time of order entry.

If we have apply any discount, the tax is getting recalculated even with Freeze price flag.

in that case the tax getting recalculated with discounted order price.

But we should not consider the modifier amount for tax calculation. Is there a way to eliminate?
