Components List and Config Package to deploy in Stage for Testing?

We upgraded to 17.12 on January 5.

We have a Development/Stage in which we make changes/create new and test - previously after changes I would click on the "Deploy" button after an error check and then go to Test Projects to test the changes.

This seems not to be working anymore.

Do I have to do a Components List and a Configuration Package in Development before I could Deploy and test in Development?
