Reports and Analytics and Scheduled Processes menu options missing from Navigator

I have reviewed and confirmed the solutions steps in Doc ID 1454071.1 for release 11.12.1 and above in Security Console; however I am still unable to see the Reports and Analytics and Scheduled Processes menu options in my Navigator.  Does anyone have any other suggestions?
