APP-FND-01572: Invalid foreign key data Error Pops up while Accessing the Menu LAAR_NAVIGATE

we get an error= "APP-FND-01572: Invalid foreign key data Error Pops up while Accessing the Menu LAAR_NAVIGATE" while creating an GRC Rule with the oracle resonsibility 'GRC Control'.

We have had the same responsibility to application instance Flora that performing as expected, but in our planing instance (Frank) it won't.

We had received te doc details Doc ID 1085124.1 to refer inresolution.The steps included in the doc perfomed by our DBA team in well manner but it does not reolved the issue.

Please sugesst what would be the routcause that the responsibility is not performing and how to resolve it?
