Seibel Performance issues for some locations

We are on Siebel IP2013, we have reports on Siebel performance from Australia and China locations, is there any way we can improve the performance by setting up additional Webservers in China and Australia, definitely increasing network bandwidth will improve the performance  but wanted to know if setting up up additional web server will help.
