Graph: Y-Axis labels not consistent for 'Vertical Bar Charts'

When I submit same report in bulk or submit same report after few minutes to BI Publisher, I observed that for 'Vertical Bar Charts' in some instances the Y-axis label is not coming consistent in reports.

Example 1] In this case the Y-axis labels are not coming consistent for the report with same data when they are generated few minutes apart.

 

Example 2] In this case the Y-axis labels are completely missing
