validation when book order

We are in EBS 11.5.10.2.  I have a user requirement on booking an order

1) when user click on "book order" buttom,.. if the order line is missing the installation detail ( after entry order line information, click on "Action" button then select installation detail.  The installation detail window/form will pop up for user to entry detail ), error message must be pop up with the order line information and the order cannot be booked

I am a developer and try to decide what is the best way to develop this.  I was thinking using form personalization.  but I also feel I need to update workflow.  Any suggestion?
