OU not found while attaching it to the Tax Recovery Rate

Hello,

While performing the steps from Doc ID 887218.1 I am not able to find the 3 of the OU`s. We have 4 OU`s in all assigned to the ledger but only one of them is showing.

3Confirm that the tax account is defined for the specific Organization
  Go into Tax Recovery Rates under the Ledger and
  Organization select Tax Accounts
  For the Organization Id:
  The Tax Recoverable/Liability account will be missing, and needs to be entered
