PM Association does not work with proper settings but works with flipped settings !?

For PM Associations - We are supposed to take the row exit on the Major Service type & create an Association entry for the Minor Service Type with Threshold % & Separate WO (SWO) = 2 (Combine to One WO)
& set the WO Status to Cancel the Minor PM WO  - so that it cancels the Minor PM WO & keeps only the Major PM WO & associates that PM WO# also to the Minor one too.

But somehow that doesn't seem to be working - as it creates 2 separate WOs - one each for Major & Minor services and does NOT cancel the Minor PM WO.
