R12.2 After R12 Upgrade , the Duplicate Tax Registration Numbers are not allowed for New Customers

After R12 Upgrade , the Duplicate Tax Registration Numbers are not allowed for New Customers but Upgraded Customers its allowed and its already modeled in DB

This functionality was supported in 11i

The 11i Upgraded Data is successfully upgraded at R12 Upgrade with similar functionality

We have designed the structure of the of Customers into a Site Centric Model 

This was supported in 11i and is 80% of Customers

Its not possible for Customer Master  team to move the entire design to an Account centric model and would need a separate project

Until that project is live we need this workaround specifically developed for us as we cant dump the volume of clean up of Customers as a part of upgrade and check the impact on Transactions
