Route Header based routing on SBC

Hi,

Is there a BCP or other document available that explains which type of routing has wat priority (i.e. local policy/route header/tgrp)?
Because from a TechTalk Webinar Q&A, I understood that Route Header based SIP routing would have the highest precedence.

However, when I combine Route Header based routing with TGRP via the same SIP-interface, TGRP based routing gets the highest priority.
