No Data Found - FAS403 - Account Reconciliation Reseve Ledger Report

Our Fixed Assets staff has been running the Account Recon Reserve Ledger report with inconsistent results. One day it will run for a certain tax book, and by the third report, it will say, No Data Found, but will run fine the next day for the book that said No Data Found. I cleared off the FA_RESERVE_LEDGER_ITF table (3M+ records) and he was able to run, but by the 3rd report, was again receiving No Data Found, and there were only 18,000+ records on the table. Anyone have an idea of what's going on here??
