How do I derive a TARA from my work order during time entry

Hi all,

Using work orders for service billing and want the tax rate area of the work order to drive the taxation for the employee time when they are ON SITE.  How is this achieved - it appears to want to pull a tax rate area from the CC during time entry (P051121).
