EBS start failed because of <BEA-000432> <Unable to load performance pack. Using Java I/O instead

Hello,

I have cloned my production EBS 12.2.5 to another server for building DR site. But when trying to start EBS, I got some errors while starting oafm_server1, oafm_server2, forms_server1, forms_server3...

And this is log messages:
